Why the difference?
The "Managed Service Provider" (MSP) model is built on markup. They buy Microsoft licenses at a discount and sell them to you at full price (or higher). They buy cloud space and add a percentage fee.
This creates a bad incentive: They make more money when your systems waste more money.
